Board Meeting Protocol

As a general rule, the board conducts regular business meetings on the first Tuesday of each month at 4 PM at the District Office.  Special circumstances may cause thise to change.  The District Office is located at 1601 S. Lamar St. and meetings are held on the lower level in room 007. 

Notices of meetings are posted 72 hours in advance at the George L. Allen Sr. Courts Building at 600 Commerce Street and at the meeting location, which is normally the District headquarters at 1601 S. Lamar Street, Dallas 75215.  Except for executive sessions, board meetings are open to the public.

To minimize the spread of communicable diseases, we ask that you not expose others to any potential illness.  If you currently have a fever, sore throat, cough, or feel ill, please consider leaving the meeting and avoid contact with others.

There are water fountains, restrooms, and an employee lounge with vending machines conveniently located down the hall from the board’s meeting room.  When exiting the board’s meeting room, turn right and proceed to the end of the hallway.  To prevent spills and stains on the carpet and furnishings, please do not bring food and beverages into the board meeting.

Occasionally there are more persons desiring to attend a meeting than can be accommodated safely in the meeting room.  If a chair is not available, please go to the overflow room, 038.  This room is equipped to receive real-time audio and video from the meeting. (If you are a citizen desiring to address the board, the chair will call you into the meeting at the appropriate point in the agenda.)

The chair will recognize citizens addressing the board about an agenda item before calling for a vote on the item.  Speakers must limit their remarks to the agenda item.  Any written materials to be presented to the members of the Board must be provided to a Board Relations staff member.

Citizens addressing the board on non-agenda items may make one appearance per meeting.
In lieu of addressing the board in person, a member of the public may make a written complaint to the board chair, who may request the chancellor to investigate the complaint or take other appropriate action.
The board of trustees is the legislative and policy-making body for the district.  To conduct business in an orderly and deliberative fashion, the board has set procedures to preserve the constitutionally guaranteed rights of free speech and petition and to avoid discrimination among views seeking expression.  The board reserves the right to amend or waive any or all of these procedures by majority vote of its members.
(a) A person commits an offense if, with intent to prevent or disrupt a lawful meeting, procession, or gathering, he obstructs or interferes with the meeting, procession, or gathering by physical action or verbal utterance.

(b) An offense under this section is a Class B misdemeanor.
